The balance between environmental policy, scientific research, and fairness in the industry creates a turmoil. Any decision made has significant consequences. Environmental scientists who aim to create regulations that protect fish populations. Fishermen claim that strict policies, like quotas, threaten their likelihood of success. At the same time, dominant commercial fleets are taking over and abusing the systems put in place. The blend of environmental factors, economic disparities, and unfair competitor practices in the industry place stresses on legislators to come to a conclusion. Will there ever be a policy that perfectly balances environmental care and public opinion?
